Indonesia: BRR to publish all NGOs projects in Aceh and Nias
/noticias.info/ Jakarta, Indonesia-Relief – The Rehabilitation and Reconstruction Agency for Aceh and Nias (BRR) said it wasn’t true the agency is not transparent, as it didn’t revealed the list of reconstruction projects already approved in May 12. BRR said the agency will published it in the near future in a new reconstruction website that will also allowed people to directly track and monitor the progress of the projects.
‘’We committed with transparency. We will release database on all project already approved, including the money will be spent, the NGO which responsible for the projects, their source of funds, etc, through BRR new website. Maybe using current www.e-aceh.org or something else that could reflects that the construction is being held in Aceh and Nias,’’ said Heru Prasetyo, Head of BRR’s International and Donors Relation, in a journalism seminar held by Indonesian Journalism Association in Jakarta on Thursday.
In March 12, BRR announced that the agency has completed its review toward 187 projects notes submitted by NGOs and international organization working in Aceh. The result: 172 were approved, valued at almost US$586 million.
Of the approved projects, over 60 were given contingent approval, primarily because further coordination with BRR and the local communities is required to prevent duplication and overlap of effort, with the majority of those projects in housing, water and sanitation, and fishery sectors.
With the 8 projects that were previously approved, valued at US$1.2 billion, the total value of the 180 approved projects therefore reaches US$1.786 billion.
So far, BRR hasn’t released the list of the projects. But on Tuesday, French embassy has released all French NGOs approved projects.
Heru, which also responsible in managing BRR sub-office in Jakarta, said BRR couldn’t approve several project because, for example, the NGOs hasn’t made thorough assessments. In a village, two NGOs want to rebuild two elementary schools. Asked how many children will attend the schools, they said they didn’t know. Based on BRR data, the remaining children is only could fill half of the school. So, the project canceled and the NGOs asked to look for possibilities to build school in another areas.
In another case, the NGOs didn’t make any consultation with the local people. They submitted proposal to rebuild a village that have been signed by the entire village leader, as well as the subdistrict leader, but admitted that they never talk directly to the villagers. ‘’It is our responsibility to ensure that the beneficiaries get involved in every steps of the reconstruction. We ask all NGOs to proof that they had made consultation with the people,’’ Heru said. © che notas_de_prensa_archivo
