UK: MUNICIPAL WASTE MANAGEMENT SURVEY 2003/2004

STATISTICAL RELEASE:

The full 2003/04 Municipal Waste Management Survey report is published today. This gives national and regional statistics on the collection and management of municipal waste by local authorities in England, and is based on information supplied by those authorities.

Results from the report include:

Municipal waste arisings
* The total amount of municipal waste has fallen slightly to an estimated 29.1 million tonnes in England in 2003/04 compared to 29.4 million tonnes in 2002/03, a decrease of 1.0 per cent. This was the first time, in recent years, that there has been a reduction in municipal waste arisings.
Municipal waste management and disposal
* The proportion of municipal waste being disposed of at landfill has continued to fall - from 75 per cent in 2002/03 to 72 per cent in 2003/04. For the second year in a row the actual tonnage of waste being disposed of in this way has also decreased from 22.1 million tonnes to 20.9 million tonnes.
* About 8.1 million tonnes (28.0 per cent) of municipal waste had some sort of value (recycling, composting, energy recovery, RDF manufacture) recovered from it in 2003/04 up from 7.3 million tonnes (or 24.7 per cent) in 2002/03.
Household waste and recycling
* Around 87 per cent of municipal waste comes from households, a total of 25.4 million tonnes in 2003/04 and a 1.5 per cent reduction on the previous year. This represented 1.2 tonnes of waste per household per year.
* The household recycling rate has increased to 17.7 per cent in 2003/04 up from 14.5 per cent in 2002/03.
* The proportion of households served by 'kerbside' collection schemes has increased to 79 per cent. The amount of waste collected for recycling through such schemes has increased by 52 per cent compared to the previous year to 1.9 million tonnes in 2003/04. Almost all authorities collected some waste for recycling through kerbside schemes.
* Waste for composting remained the most commonly collected material for recycling with 1.4 million tonnes collected (30 per cent of the total recycling) in 2003/04. Paper and card was the next most commonly collected (28 per cent, 1.3 million tonnes).

Regional Variations
* Landfill remained the dominant waste management route in all regions during 2003/04. The highest proportion of municipal waste going to landfill was in the North West (80 per cent) and the lowest in the West Midlands (53 per cent).
* Regional household recycling rates were highest for the East (23.4 per cent) for the first time, followed by the South East (22.8 per cent). The North East (12.3 per cent) and London (13.3 per cent) had the lowest recycling rates, although all regions increased their recycling rates from the previous year.
* The household recycling rates of individual local authorities ranged from 2.5 to 46 per cent. The majority of authorities recycled between 10 and 20 per cent of their household waste.

Trends since 1996/97 - 2003/04
* Total municipal and household waste have increased steadily since 1996/97 by an annual average of 3.0 and 2.3 per cent respectively. 2003/04 saw the first decrease, by 1.0 and 1.5 per cent respectively.
* The proportion of municipal waste sent to landfill has declined from 84 per cent to 72 percent. The actual tonnage sent to landfill has still increased by 1.5 per cent since 1996/97, although it has reduced in the two most recent years.
* The amount of household recycling has increased from 7.5 per cent in 1996/97 to 17.7 per cent in 2003/04, in tonnage terms the amount of recycling has more than doubled.
* In 1996/97 paper and card was the dominant material recycled with green waste the third most collected material, in 2003/04 green waste was the largest component of recycling.
* There has also been an increase in the proportion of materials collected for recycling via kerbside collection schemes from 18 per cent in 1996/97 to 42 per cent in 2003/04.

3. Summary results from the 2003/04 survey were initially published on 8 March 2005 (Defra Statistical Release 107/05). The report published today gives final national and regional figures for 2003/04, and provides more detail on various aspects of the data, including household recycling rates for individual Local Authorities. The report also contains revised figures for previous years and these may differ from those presented in previous publications.

4. The 2003/04 Municipal Waste Management Survey is the ninth in the series. Only limited data from the first survey in 1995/6 are available on a consistent basis and so comparisons over time are confined to the period since 1996/97. From 2004/5 the Municipal Waste Management Survey will be replaced by a new web based system, WasteDataFlow, for collecting and reporting on data. 5. The survey estimates are based on information from questionnaires sent out to all waste collection authorities (WCAs), waste disposal authorities (WDAs) and unitary authorities (UAs) in England. They seek information on the amounts of municipal waste collected and disposed of, on the levels of recycling and recovery of household and municipal waste, on methods of waste containment, levels of service provision, and details of waste collection and disposal contracts.

6. The response rate to the 2003/04 survey was 96 per cent. Missing data and data for individual local authorities that did not respond to the survey have been estimated.

7. Household waste includes household collection rounds ('bin' waste), other household collections such as bulky waste collections, waste from services such as, litter collections, waste from civic amenity sites and wastes separately collected for recycling or composting through bring/drop off schemes, kerbside schemes and at civic amenity sites. Municipal waste includes household waste and other wastes collected by a waste collection authority or its agents, such as municipal parks and gardens waste, beach cleansing waste, commercial or industrial waste, and waste resulting from the clearance of fly-tipped materials.

8. The report also contains the UK Government Sustainable Development Strategy indicator on household waste and recycling for England. 9. Waste Strategy 2000 for England and Wales set out targets for the management of municipal and household waste. These include a target to recycle or compost at least 25 per cent of household waste by 2005 and to recover value from 40 per cent of municipal waste by the same date.
