UK: ADVISORY PANEL ON PUBLIC SECTOR INFORMATION RELEASES 2005 ANNUAL REPORT

The Advisory Panel on Public Sector Information today released its Annual Report for the period 2004/5.

The Advisory Panel on Public Sector Information (APPSI) was established 14 April 2003 following recommendations in the Cross-Cutting Review of the Knowledge Economy. APPSI is a non-departmental public body charged with advising Ministers strategically on how to encourage and create opportunities for greater re-use of Government information by other sectors of the economy. It also advises the Director of the Office of Public Sector Information (OPSI) about changes and opportunities in the information industry.

APPSI's remit runs across the whole public sector, providing advice on how to harmonise public sector information policy. Under the Re-use of Public Sector Information Regulations (SI 2005 No. 1515) it has also taken on a new role, helping review complaints that have been investigated by, or that directly concern, OPSI.

The report highlights APPSI's belief that public sector information has enormous potential value. APPSI is concerned that awareness of this potential value, particularly among both public sector employees, is not as high as it deserves to be. They therefore commend the efforts of OPSI to highlight this issue, but call for greater efforts to educate the public sector about both their responsibilities under the new regulations and about the potential value for both the public sector and the wider community. They also recommend greater harmonisation of information policy across Government and further research into the economics behind PSI.

The report records the Panel's efforts over the first year to fulfil its mandate.

2. The Chair of APPSI is Professor Richard Susskind OBE. He is an independent adviser to global professional firms and national governments. He is I.T. Adviser to the Lord Chief Justice and holds law professorships at Gresham College, London and the Centre for Law, Computers and Technology at Strathclyde University. He is a law columnist at the Times and the author of five books on legal technology. A Fellow of the Royal Society of Edinburgh and of the British Computer Society, he received his law degree from the University of Glasgow and his doctorate from Balliol College, Oxford. He was awarded an OBE in the Millennium New Year's Honours List for services to I.T. in the Law and to the Administration of Justice. It provides services to the public, information industry, government and the wider public sector relating to finding, using, sharing and trading information.
