EU: New faces in top management posts : Commission reshuffles its Directors General and Deputy Directors General teams

/noticias.info/ - The Commission has today adopted a decision on the mobility of its senior management staff occupying functions of Director General, Deputy Director General, Head of Delegation and Hors Class Advisor at grades A*16 and A*15. This is the second mobility package at this level since implementation of the administrative reform. It applies to those officials who have reached five years seniority in 2005 or whose nationality coincides with that of the portfolio Commissioner. The key principle is that senior management staff moves after five years in the same function, although exceptionally they may remain in place up to seven years. Among the decisions taken, Catherine Day will become the new Secretary General, the first woman ever to take this responsibility. David O'Sullivan, who fulfilled this post for more than five years, will become the Director General for Trade.


17 Directors-General (DG) and Deputy Directors-General (DDG) are consequently being transferred to new posts at various dates up to 1st of January 2006. 16 other senior posts will be filled after publication of vacancy notices with 11 of those vacancies being published internally and 5 externally for the ten New Member States.

The decision adopted today aims to ensure the full implementation of the Commission’s guidelines on mobility for senior management staff, and to strengthen management teams in specific areas where the Commission is facing particular challenges. It furthermore underlines the need to move forward with the recruitment of staff at the most senior level from the new Member States with the aim of achieving minimum geographical balance in 2006.

In implementing the principle of geographical balance, the package will strike a balance once the published posts will have been published and filled by the best qualified candidates.

Commenting on the decision, Commission President José Manuel Barroso said : “This Commission has set itself ambitious objectives, and I am convinced that the senior management teams emerging from this package have the right mix of experience and management skills to fulfil our mandate. I am particularly satisfied with the progress in reaching a better gender balance compared to one year ago. The appointment of Catherine Day as Secretary General, even if based on her own merits, is emblematic of our commitment to gender balance".

Vice-President Siim Kallas reaffirmed the attachment of the Commission to the principles of regular mobility and renewal of senior management staff : “Our structured mobility policy strikes the right balance between the necessity for any administration to ensure best qualified staff are placed at the right posts, and the need for the staff to both widen their experience and optimize their careers and the way they best serve the institution”.

Abolition of existing functions

DG AGRI - the vacant function of Hors Class Advisor is suppressed

DG ADMIN – the function of Hors Class Advisor occupied by Mr Gomez Reino is suppressed upon his departure on 1 January 2006.


Transfers of Directors General

AGRI - Mr.SILVA RODRIGUES is transferred to the function of Director General in DG RTD as of 1/1/2006

EAC - Mr. VAN DER PAS is transferred to the function of Director General in DG EMPL as of 1/1/2006

TREN - Mr. LAMOUREUX is transferred to the function of Hors Class Advisor in the SG as of 1/1/2006 and put at the disposal of the President who will determine a specific work assignment.

TRADE - Mr. CARL is transferred to the function of Director General in DG ENV as of 21/11/2005

RTD - Mr. MITSOS is transferred to the function of Hors Classe Advisor in DG RTD as of 1/1/2006 and put at the disposal of the portfolio Commissioner who will determine a specific work assignment

EMPL - Ms. QUINTIN is transferred to the function of Director General in DG EAC as of 1/1/2006.

ENV - Ms. DAY is transferred to the function of Secretary General as of 21/11/2005

SG - Mr. O’SULLIVAN is transferred to the function of Director General in DG TRADE as of 21/11/2005

The Commission has brought together in a single document the rules concerning policy in relation to senior officials.

The general rule is that all senior officials serve between two and five years in a single function with an absolute maximum of seven years.

Merit is the dominant criterion in decisions on senior officials appointments. This is coupled with a search for the best possible match between Commissioners and Directors-General.. Subject to this, the Commission respects an adequate balance of nationalities represented in the Commission’s services and the same time promotes better gender balance.
