Introductory remarks
The Nairobi climate change conference is already a major success.
We agreed on adaptation, deforestation, and on the special climate change fund and most importantly on future action.
I hope we can make similarly good progress over the next three days on the review of the Kyoto Protocol and on the Russian proposal.
I very much welcome UN Secretary-General Kofi Annan’s initiative for a Nairobi Framework to catalyse Clean Development Mechanism projects in Africa and other developing countries by building up their capacities to undertake such projects. We have not had time to look into the details but it is clearly an important initiative that addresses an important problem.
Further action post-2012
The scientific and the economic case is very clear for early and strong further action. We know that global emissions need to be halved by mid-century if we are to have a chance of keeping climate change within tolerable limits.
Last year in Montreal the international community agreed to start discussing further action under two parallel tracks based on the Climate Change Convention and the Kyoto Protocol.
Here in Nairobi negotiators have made important progress and agreed a comprehensive work plan for the discussions under the Kyoto track.
This will look at further commitments for industrialised countries after 2012, when Kyoto’s first commitment period will finish. It will draw on expertise from external bodies such as the Intergovernmental Panel on Climate change, which will publish its fourth assessment report next year.
The agreement on the work plan means that this process can get down to the urgent business of designing a global climate regime for post-2012, starting next May.
As you know, under the Convention track the second dialogue is being held today and tomorrow, focussing on sustainable development and market-based mechanisms.
Among other things we will be underlining the importance of emissions trading and the Kyoto mechanisms for delivering cost-effective emission reductions in the period after 2012.
The European Commission is determined to continue leading the fight against climate change and efforts to get a strong international agreement on urgent further action. notas_de_prensa_archivo
