COE:Cherniguiv seminar calls for strengthening efficiency of transfrontier and inter-regional co-operation
/noticias.info/ Cherniguiv, 01.07.2008 – A seminar on transfrontier co-operation and the Dnipro Euroregion has been held on 30 June in Cherniguiv, Ukraine. Participants adopted a final declaration stating the importance of transfrontier and inter-regional co-operation for building bridges across territorial frontiers and breaking down dividing lines.
The seminar’s final declaration invited member states to facilitate inter-regional and transfrontier co-operation as an effective tool for strengthening economic, social and territorial cohesion. It also called on states to support regionalisation processes according to the principles of the Draft European Charter of Regional Democracy, and to take the necessary steps towards the adoption of this Charter as a new Council of Europe convention.
During the seminar, participants also discussed how to work towards a sustainable development of transfrontier co-operation by eliminating administrative, practical and legal obstacles.
The participants recognised the Dnipro Euroregion as a means to boost transfrontier and inter-regional co-operation between Ukraine, the Russian Federation and the Republic of Belarus.
The seminar conclusions also recommended the Ukranian authorities adopt a series of measures to promote transfrontier co-operation by establishing a legal framework and making available financial resources. The Ukrainian authorities were also invited to reinforce the institutional capacity of local and regional authorities for the implementation of transfrontier co-operation projects, in particular through national training programmes for local officials and elected representatives.
